The bitter conflict engulfing Kachin state has escalated in the last two days, with claims from the rebel Kachin Independence Army (KIA) that on Wednesday alone it clashed on 12 separate occasions with Burmese forces.

Various reports also claim that China has sent up to 2,000 troops along its side of the volatile border. La Nan, spokesperson of the KIA, said that the deployment was likely “to prevent the fights from spilling into their country”. China is also known to be wary of a flood of refugees crossing the border to escape the escalated conflict.

An estimated 20,000 to 30,000 civilians have been displaced by fighting; of this number, only around 5,000 are being given assistance by government-approved aid agencies.

A Burmese assault on a KIA outpost near the China-backed Taping dam project in southern Kachin state in June broke a 17-year ceasefire between the two sides. Burmese troops have since made slow but steady progress as they head towards the KIA’s headquarters in Laiza, southwest of the state capital, Myitkyina.

La Nan said that troops were approaching Laiza and were waging offensives around Waingmaw township, as well as using the road from Bhamo to send reinforcements to the region.

“Fighting near to the border with China is becoming more and more intense – [on Wednesday] alone we had 12 clashes with the Burmese army, and we assume that China is sending its troops to the border to prevent the fights from spilling into their country,” said the La Nan from the KIA’s political wing, the Kachin Independence Organisation (KIO).

Aid workers in the region corroborated that fighting had escalated, and warned that the upsurge of violence this week had added complications for aid distribution, with outcomes hard to discern at this juncture.

Fighting was seemingly concentrated around the key Highway 31, which runs parallel to the Irrawaddy River to the west and with the Chinese border to the east. This road connects the two key bridgeheads of the river at Bhamo and Myitkyina.

The KIO believe that Burmese forces based in Myitkina were massing on the east side of the river with a view to moving towards Laiza to the southeast, meaning that control of Highway 31 is vital.

Roads running from Highway 31 to the east meanwhile were also subject to ambush and fighting as the Burmese seek to penetrate and clear the KIA-patrolled areas east of the Irrawaddy, in townships such as Momauk, east of Bhamo. The manoeuvring has left civilians trapped.

“Civilians including students are stranded [in Lawtdan] as the route [to Bhamo] has been blocked due to fighting down the road,” said a resident of the nearby town of Lweje. “They are also unable to go back to Lweje as the [Burmese] army checkpoint in Singlun [village] is not letting them pass. The fighting is taking place in Kyauksakan.”

The Lweje road is a key trading route to the Chinese border, but residents said fighting had made the road impassable to most vehicles.

“There are KIA units in the village and they worried that civilians will get caught in artillery fire. The [Burmese army] has been firing all night from Kyauksakan and we don’t know how many civilians have been killed. We also heard that a 17-year old Shan boy went down the road and was shot dead in Kyauksakan. They are in deep trouble once they start firing artillery,” added the Lweje resident.

Burmese forces have been accused by Human Rights Watch of abuse against civilians that clearly violate the laws of war, such as use of forced labour and killings. “The laws of war prohibit the use of uncompensated or abusive forced labour, including work in combat areas,” the group said in a statement.

Reinforcements are being sent by the Burmese army “to Myitkyina as well as Bhamo from lower Burma regions via the Irrawaddy River,” La Nan said.

Artillery is a decisive apparel that the Burmese have over their adversaries, with their arsenal including hardware bought from Serbia, Israel, China and allegedly India. The Serbian Nora 155mm self-propelled howitzer, which is believed to be in the Burmese arsenal, has a range of some 45 kilometres, enabling the Burmese to strike much of Momauk township from the safety of Bhamo.

Much of the effort to supply Burmese troops is made via the Irrawaddy river. Naw Ming, from the KIA’s political wing, the Kachin Independence Organisation, confirmed that two Burmese supply boats had been ambushed on the river on Monday, both of which were allegedly sunk.

Chiang Mai (Mizzima) – The UN Special Rapporteur on human rights in Burma has called for concrete action from the Burmese government in dealing with human rights abuses in the country’s ethnic states.

In a report submitted to the UN General Assembly on Wednesday, Tomas Ojea Quintana noted that while he “welcomed the government’s stated commitments to reform and the priorities set out by President Thein Sein,” the Argentinean lawyer reiterated “that these commitments must be translated into concrete action.”

Describing Burma’s new government as “nominally civilian,” Quintana’s report acknowledged that at present in the country “there is an emergence of different actors and parties engaging in the political process.”

His report however claimed that many actors including ethnic minorities continued to be excluded from this process. Referring to Burma’s new national, state and regional parliaments now in operation, Quintana concluded: “These venues alone are therefore not sufficient for resolving the situation of ethnic minorities.”

Quintana mentioned the conflicts under way in the north and eastern part of Burma and said the “ongoing tensions in ethnic border areas and armed conflict with some armed ethnic groups, particularly in Kachin, Shan and Kayin States, continue to engender serious human rights violations, including attacks against civilian populations, extrajudicial killings, sexual violence, arbitrary arrest and detention, internal displacement, land confiscations, the recruitment of child soldiers and forced labour and portering.”

Quintana’s rather bleak assessment of the situation facing ethnic minorities in Burma stands in sharp contrast with information contained in UN Secretary-General Ban Ki-moon’s report on Burma submitted last month to the UN General Assembly.
Human Rights activists from Burma’s ethnic minorities have taken issue with what they say was Ban’s deliberate downplaying of the level of violence in large parts of Burma where the army is fighting armed ethnic groups.

At press conference two weeks ago, representatives of the Kachin Women’s Association of Thailand said the number of number of rapes, extrajudicial killings and forced relations committed by the Burmese army during its four month offensive against the Kachin Independence Organization (KIO) is proof that a full scale war is going in Burma’s north. They criticized Ban for concluding in his report that the conflict between the KIO and the Burmese army merely ran the “risk of an escalation into large-scale violence and open fighting for the first time since the signing of a cease-fire agreement in 1994.”

UN aid offer for displaced Kachin turned down by Burmese government

In contrast to Ban’s assessment of the Kachin situation, Quintana estimated that recent fighting had resulted in more than 15,000 internal displaced people being confined to a “remote mountainous area” of northern Burma along the Chinese border. Quintana described their situation as “perilous” and added there was “little aid available.”

According to Quintana, the UN informed the Burmese authorities that it was willing to help these internally displaced people but this attempt appears to have been declined by Thein Sein’s government.

Quintana wrote: “The United Nations approached the Government, offering assistance to all those in need. According to reliable sources, the Government’s position is that assistance is currently provided at the local level, and when needed they will seek further assistance from relevant partners.”

When contacted by Mizzima to comment on the current situation in the Kachin conflict area, Martin Nesirky chief spokesperson for the UN secretary-general responded in an email sent Wednesday: “The response last month still applies, and we do not have anything further at this stage.”

The release of any political prisoner is something that is to be warmly welcomed. That more than 200 walked free from their cells this week cannot be dismissed lightly.

It is one of the biggest releases since the military seized power more than 23 years ago. But to loosely paraphrase the newly freed comedian Zarganar, we cannot be happy until all those political detainees are free.

And as the National League for Democracy leaders, like U Lwin, often said to me a decade ago, we cannot praise the regime for freeing prisoners who should never have been in jail in the first place.

This must also include the former military intelligence officers sentenced in the aftermath of the purge of the intelligence chief and prime minister Khin Nyunt in 2004. Some were also released on Wednesday, including the former military spokesman Hla Min, whose only crime was to remain loyal to his boss.

Of course some key political prisoners—including the Shan leader Khun Htun Oo, Min Ko Naing and other 88 generation activists—remain in jail for the time being. And only when they are released can the regime seriously claim to want national reconciliation. Human rights groups—including Amnesty International and the authoritative AAPP—insist there are still close to 2,000 political prisoners in jail.

The release of political prisoners is a process—two more batches of some 200 are planned for the near future, according to Burmese government sources.

Whether they are freed depends on the NLD and the newly released prisoners, a minister said.

If those who were released this week behave—that is don't cause problems—more will be freed.

Most of the political prisoners freed are believe to be associated with the NLD. This is no accident, according to military sources, as they expect Aung San Suu Kyi and the NLD to keep them in line.

The 88 generation leaders unfortunately are likely to be some of the last out—as the regime regards them as unpredictable and uncontrollable.

President Thein Sein is believed to have asked the Lady to exert her influence over them if they were freed. These activists are unlikely to be released until after the planned by-elections in November or December, to prevent them creating trouble or disturbances during the campaigning.

Thein Sein is being overly cautious, according to sources in Naypyidaw. The speaker of the lower house, Thura Shwe Mann, wanted to release quite a few more—but Thein Sein would not be moved.

Small steps at a time, was his approach. He understands that the hardliners are still waiting in the wings for their chance to contain him. There will be at least two more batches of releases before the end of the year, according to government sources, the next could be with two to three weeks.

It is understandable that pro-democracy activists are impatient and demanding the immediate release of all remaining political prisoners. But Thein Sein needs to be given some room to move.

The president and the liberal-minded members of the government are clearly planning a new era for Burmese politics. It is clear from talking with government officials and sources close to the new Burmese army that the old junta has gone–whether for good or not only time will tell.

Democracy in Burma will not take root overnight—despite the experience of the past and the democratic roots in Burmese history.

Under the new constitution, parliament is playing an increasingly critical role. But this can only be a major force for change if the calibre of the MPs is improved.

At present it is in essence a one-party state—with USDP the main actor. It is not quite as bad as the old BSPP days, as there is a sprinkling of opposition and ethnic politicians in the two houses.

This is why the forthcoming by-elections are so critical. There are 40 seats in all, at stake. While if the USDP loses most of them, it will not change the government or even endanger government bills, it could help provide a stronger, more articulate and functioning opposition.

That is why, in Thein Sein and his supporters eyes, it's so important for the NLD to contest these by-elections.

The new electoral laws are in the process of being changed and made more acceptable. This in itself cannot be sufficient grounds for the party to reverse its earlier decision not to seek re-registration.

Of course, the constitution remains the real thorn in the side of a future transition to democracy. But if the NLD does contest the elections—and wins a substantial number of seats—and even better if Aung San Suu Kyi runs for parliament and becomes the opposition leader—changing the constitution becomes a strong possibility in the future.

Sources close to Thein Sein say he is not opposed to constitutional amendments.

For the Thein Sein agenda to succeed, there will have to be a wholesale restructuring of the USDP—that may prove the hardest task the president faces.

Thura Shwe Mann then becomes the key. It is clear that he wants to be the next president after the 2015 elections. He is currently using parliament to boost his own power base.

While he will see the advantages of a reformed party, he may not be so comfortable with constitutional change. After all, he commands the loyalty of the 25 percent of MPs who are the military quota.

New Delhi (Mizzima) – “The location of a person is not important, only the doctrine the person embraces is important.” That’s the 49th birthday message of 88-generation student leader Min Ko Naing, who is serving a 65-year prison term in Kengtung Prison.

His 49th birthday ceremony, on Tuesday, was held at Thaminemyoma Monastery in Insein Township in Rangoon. He sent the birthday message from his prison cell, adding: “My birthday party should not be only for me; it should be a ceremony of remembrance for all.”

Mi Mi Lwin, Min Ko Naing’s sister, told Mizzima: “He wrote the message as a remembrance.” Min Ko Naing was arrested on August 21, 2007, for leading massive protests against a hike in fuel prices. He was not included in the prisoners released under the recent presidential amnesty.

The birthday ceremony was attended by NLD leaders including Aung San Suu Kyi, NLD Vice Chairman Tin Oo and central committee member Win Tin. The newly released prisoners Zarganar and rights activist Su Su Nway also attended. Also present were diplomats from France, Britain and the U.S. embassies, ethnic leaders, political parties and young people. About 2,000 people turned out for the event.

Mi Mi Lwin said, “I can’t say how sad we feel because his birthday party was held without him. I hope we can hold his birthday party with him next year. We hope it every year.”

During the 1988 pro-democracy uprising, Min Ko Naing was elected chairman of All All Burma Federation of Student Unions (ABFSU). He was arrested in March 1989 for his political activities and released in 2004. Then in September 2006 he was detained again and released in January 2007. He was arrested again during the protest against the hike in fuel price.

To mark the birthday, guests released helium balloons and doves and prayed for the freedom of political prisoners. Opposition leader Suu Kyi, comedian Zarganar and 88-generation student leader Phyo Phyo Aung spoke.

Suu Kyi said that she wished all political prisoners would be released and urged all people to work for their freedom, according to 88-generation student Myat Thu, who organized of the ceremony.

Families of political prisoners gave 5,000 kyat (about US$ 6) to each of more than 100 recently released political prisoners who attended the ceremony, which included a birthday song and poetry recitation.

Myat Thu said, 42 publishing houses donated books and the books will be sent to 42 prisons to open libraries. The total value of the books was more than 2.7 million kyat.

More than 20 portraits of Min Ko Naing were displayed at the ceremony.

“After the ceremony, only three portraits remained. Some people asked for the portraits by saying they loved Min Ko Naing. They asked for the portraits from other people, not from me. I’m sorry to lose the portraits,” said artist Myo Yan Naung Thein, who painted the portraits.

The new ABFSU that was reorganized in 2007 also sent a message, saying “We students pay deep respect to Min Ko Naing; the role of the ABFSU is still active.”

NLD-affiliated networks in Kachin and Karen states, Sagaing and Mandalay regions and Chauk and Yaynanchaung in Magway Region also held ceremonies to mark his birthday.

“According to the information we have, political prisoners will be released in three batches. In the first batch, Min Ko Naing was not included, but Zarganar was included. We heard that Min Ko Naing will be included in the last batch,” 88-generation student Myo Yan Naung Thein said.

Burmese pro-democracy activists in New Delhi held a ceremony to mark the birthday in the office of the Women Rights and Welfare Association of Burma. Food was donated to Buddhist monks and prayers for political prisoners were recited by people of various religions.

Min Ko Naing is only allowed to walk for a little while in front of his cell before bathing, but he is not allowed to walk and exercise outside of his cell. Authorities justified it saying the prison was cramped. As a result, Min Ko Naing never interacts with anyone, except with prison guards. He is not allowed to meditate at the meditation centre either according to Assistance Association for Political Prisoners (Burma). Recently, Burma dictator has released many prisoners but only 218 political prisoners were released and there is many political prisoners (between 1500 and 2000) were not released including Min Ko Naing.

Although some prominent political prisoners were released on Wednesday morning under an amnesty granted by Burma’s President Thein Sein to over 6,000 prisoners, the country’s most influential imprisoned dissidents, the leaders of the 88 Generation Students group, were not reported to be among them.

The government released Zarganar, the famous dissident comedian, and Shan ethnic leader Sao Hso Ten, who was serving a 106-year sentence. But influential 88 Generation Students group leaders such as Min Ko Naing and Ko Ko Gyi, who are both serving 65-year jail terms in remote prisons in Shan State, were not included in the political prisoners released thus far.

Around 2,000 political prisoners are currently incarcerated in Burma, but only about 100 were reported to have been released by mid-Wednesday afternoon, according to Burma's pro-democracy leader Aung San Suu Kyi.

“We are grateful for the release of even one political prisoner, but I heard only around a hundred prisoners are released until now,” she said at a gathering with former political prisoners in Rangoon this morning. Although welcoming the news that some political prisoners had been released, she called on the government to release those remaining behind bars as well.

The middle-aged 88 Generation Students group leaders played a key role in Burma's 1988 anti-government uprising. They were arrested after leading a protest march against an increase in fuel prices just prior to the mass protests led by Buddhist monks in the 2007 uprising known as the Saffron Revolution, and they still wield heavy influence among the public and political opposition.

Min Ko Naing’s sister, Kyi Kyi Nyunt, told the Associated Press that her brother said he was not on the list of political prisoners to be set free.

“We are used to these ups and downs,” she said.

Kyaw Khin, a prison official from Burma's most infamous Insein Prison in Rangoon, said that 642 prisoners are being released from the prison today and only seven of them are political detainees.

The exact number of political prisoners who will be among the more than 6,000 prisoners that the government announced it will release has not been reported or officially announced.

Win Tin, a leading senior member of Suu Kyi’s National League for Democracy who spent 19 years in jail as a political prisoner, said that he strongly disapproves of the way the government is releasing political prisoners on par with ordinary convicts.

In an interview with The Irrawaddy following his release from Myitkyina Prison in the north of Burma, Zarganar said that he didn’t know he would be freed until Wednesday morning and feels sad because his fellow political prisoners are still in jail.

“Until late last night, I wanted to believe in the positive changes that Daw Aung San Suu Kyi has spoken about,” said Zarganar. “But this morning, I lost belief in them because I saw that the government does not have a true desire to release all political prisoners.”

He said that despite the election last year in which a small number of opposition parties won a handful of seats in Parliament, Burma has a “mono-party” democracy rather than a multi-party democracy.

"The current system is not real democracy, so I will continue to work both as an entertainer and in the political arena," he said. “For me, they are interrelated.”

In this event of political tension and the deathly conflicts between the new regime Government and K.I.A, an attention is drawn upon you that the decisive stage, what seems to be as the final chapter, of the Kachin history has eventually arrived. The on-going crisis has brought us misery, hardships and to a point beyond what humans can endure. Simultaneously, hope and optimism has kept us alive that those who makes sacrifices by giving their blood, life and their loved ones, and defend with bravery and courage, would lead us to achieve what is deserved for us – "freedom". For over forty years, Burma’s military rulers have ignored the rules of law that govern civilized nations. General Than Shwe and his fellow perpetrators enjoyed an unfettered rule by crime only because of the global community’s long standing “whine and wait” policy towards Burma.

However, the latest power ploy by the military – establishing a “civilian” sovereign state without sovereign powers – makes such inaction untenable. Given its lack of sovereign powers, control over its people, laws, and territory, Burma’s new “civilian” government is illegitimate. The most fundamental and accepted law of nations obliges all states to treat Burma’s constitution and the elections arising from it as “null and void.”

Let me explain how this happened and why Burma’s form of government is a new threat to global peace and security.

Burma’s new constitution, implemented on 31 January 2011, establishes the sovereign state of “the Republic of the Union of Myanmar” as being composed exclusively of the executive, legislative, and judicial branches. The military (“Defense Services”) is a separate, legally autonomous entity, outside of and supreme over the sovereign state. The new government of Burma, represented by the Head of State President Thein Sein, is incapable – even if willing – to enforce any laws, civil or criminal, against the military. All military affairs, civil or criminal, are under the exclusive control of the commander-in-chief. No law applies to the commander-in-chief, not the constitution or any rules spanning from controlling finances to nuclear development.

This bold attempt to establish a permanent “law free zone” for the military has escaped the notice of the global community. In fact, the influential International Crisis Group goes even further, enthusiastically describing Burma’s constitution and elections as “improv[ing] the prospects for incremental reform.” Nothing could be further from the truth. The military’s stranglehold over Burma is impervious to political reform given its constitutional basis.

Even if Aung San Suu Kyi were President of Burma tomorrow, she would lack the legal capacity to be able to enforce compliance with Chapter VII Security Council Resolutions, the Nuclear Non-proliferation Treaty, the Genocide and Geneva Conventions, the ASEAN Charter, and international laws regulating trade when they apply to military-owned companies in Burma. Neither the executive nor judiciary can end the constitutionally-guaranteed impunity of the military for past and present war crimes and genocide, including the use of rape as a weapon of war and child soldiers.

Although the military currently lacks nuclear capability, its fixation on mimicking the “North Korea model” of using the potential of nuclear weapons as a bargaining tool on the world stage is a serious threat. The military’s access to mineable uranium and billions of dollars are strengthened by a constitutional structure that ensures their legal autonomy and control over Burma’s energy development projects, including nuclear power.

The issuance and implementation of this illegal constitution is an act of state of the utmost gravity under international law, violating the most central premise of the United Nations Charter; that all Member States are able and willing to comply with Security Council mandates necessary to secure global peace and security.

Burma now must incur the legal consequences of its “serious breach of peremptory norms.” Under international law all states are under an absolute obligation not to recognise the constitution and its subsequent elections and to take all measures possible, both collectively and individually, to ensure Burma revokes its constitution and invalidates the elections. This intransgressible legal duty of non-recognition cannot be ignored in favor a political strategy that accepts the validity of the 2010 elections. This was made plain by the Security Council in 1984 when it enforced this sanction of non-recognition mandating states treat the South African apartheid constitution and elections as null and void.

Enforcing the most fundamental law of nations is critical for the people of Burma for whom the new constitution legitimises their permanent status as prisoners of their own county. Equally important is for the world community to stop treating Burma as immune from consequences for its illegal acts. Continuing a “whine and wait” policy towards Burma, or worse, supporting the new illegal regime, should not be considered as viable political options.

Rangoon (Mizzima) – Burmese authorities are seeking more information about some journalists who are covering Parliament, according to sources close to the journalists.

Police seeking information about the journalists have questioned their employers and their families to obtain additional information on their background and credentials. At least three Burmese journalists have been the focus of inquires.

Recently, the authorities allowed Burmese journalists and some foreign journalists to cover the parliamentary sessions in Naypyitaw, including the Voice of America and the British Broadcasting Service.

Referring to one of the journalists under scrutiny, a source told Mizzima: “The authorities went to his home in Rangoon and they talked with his family. He said he didn’t ask his family what they talked about because he didn’t want them to worry, and he pretended it wasn’t important.”

Inquires have been conducted since early October. The reason for the inquiries was not clear. Journalists who are the subjects of the inquires are afraid to talk about it, said the source.

Journalists have to obtain a permit from the Press Scrutiny and Registration Division (PSRD) to gather news in Parliament and are required to provide biographical information and who they work for. At least 35 journalists have submitted their profiles to the PSRD under the Information Ministry, according to a source close to the PSRD.

A journalist familiar with the inquires told Mizzima: “I have frequently gone to visit Daw Aung San Suu Kyi, and an officer asked just one question of my family, who lives in a rural area. My family told them I was a reporter, and then the officer said, “Is he?” and left the house. When my family asked him where he was from, he said that he was from the Information Police force.”

The journalists’ profiles submitted to the PSRD are filed in a “secret category,” the source said. The profiles contain the schools the journalist attended, information about the journalist’s parents, the parents’ jobs or businesses, the names of close relatives of the journalist’s wife or husband and other information.

A female journalist said, “I don’t know exactly why they’re asking these questions. I’m not living in a rural area so the inquires are worse for me.”

Early this year, Burma inaugurated a new government, but international media groups say its reform rhetoric continues to be contradicted by heavy censorship, according to a new report by the Committee to Protect Journalists (CPJ) released in September.

The New York-based CPJ said banned topics are still wide spread and that, to date, the new government has not acted to abolish or amend its “highly arbitrary laws” that restrict press freedom and punish deviation from official dictates.

The report noted that since elections in November 2010, two journalists have been sentenced to prison terms of almost 20 years, and more than a dozen publications have been suspended for their news reporting.

“The government’s promise of reform is welcome, yet censorship in Burma remains arbitrary, intensive, and highly restrictive,” said Shawn Crispin, CPJ’s senior Southeast Asia representative and the author of the report.

Crispin said that in discussions with Burmese media organizations it was clear that freedom of the press has yet to come to Burma, despite the rhetoric of President Thein Sein’s government.

The CPJ said that the veneer of press freedom evident in the proliferation of privately owned and operated news publications is shattered by the fact that the newspapers are heavily censored and regularly forced to publish state-prepared news and commentary presenting government policies in a glowing light.

“Uncensored reporting from within Burma is crucial for assessing whether the government’s promise of democratic reform is rhetoric or reality,” Crispin said. “Until new freedoms take hold, exile media continues to serve as a vital source of credible, independent information on developments within Burma and should not be abandoned by donor countries.”

Naypyitaw’s recent informal call for exiled dissidents to return to Burma was met with great skepticism by journalists interviewed by CPJ, precisely due to the lack of reforms.

Nearly all of the Burma-based reporters and editors interviewed for the CPJ report are said to have requested anonymity due to fears of possible reprisal if their names appeared in a report critical of the government.

In early September, Burmese Information and Culture Minister Kyaw Hsan told the Lower House of Parliament censorship of Burmese media is still needed and freedom should not be granted to newspapers and journals at this time.

An article in Mizzima in July, reported that Burmese censorship rules are now divided into two categories of newspapers and magazines: Group 1 includes 178 publications focusing on sports, health, arts, children’s literature, and technology, which don’t need to pass articles through censors prior to publication, but must submit copies to censors after publication. Group 2 includes news and public affairs journals, which must pass all articles through censors prior to publication.

Suu Kyi Welcomes Suspension of Myitsone Dam

Emerging from a meeting with a senior government minister on Friday afternoon, Burmese pro-democracy leader Aung San Suu Kyi welcomed today's surprise announcement by President Thein Sein that he had suspended the controversial Myitsone dam project in Kachin State.

Suu Kyi met with Aung Kyi, the minister of labor and minister of social welfare, relief and resettlement, for about one hour today at the Sane Lae Kan Thar state guesthouse in Rangoon. Among the issues discussed were an amnesty for political prisoners, cooperation on efforts to conserve the Irrawaddy River, and ways to achieve peace with Burma's ethnic armed groups.

“I've heard that the president sent a message about the suspension of the Myitsone project on the Irrawaddy River in response to the public’s concerns. It’s very good that the government listens to the voice of the people, as that is what they should do,” Suu Kyi said to reporters after the meeting.

Aung Kyi, a retired major general, told the reporters that both sides agreed to meet again to hold further discussions on the major issues raised in today's meeting. He also said that cooperation would increase after Suu Kyi's party, the National League for Democracy, registered as a legal political organization.

When reporters asked Suu Kyi about Burma's next elections, to be held in 2015, she said, “We accept that elections are a part of democracy, but we will have to wait and see what form they take.”

Suu Kyi and Aung Kyi previously met twice this year, once in July and again in August. Suu Kyi also met with Thein Sein for the first time in August. In statements issued after each meeting, both sides said they were satisfied with the discussions that took place.

While observers have generally welcomed the recent contact between the government and the iconic opposition leader, many still suspect that Naypyidaw's main aim is to ease international pressure and win approval of its bid to become chairman of the Association of Southeast Asian Nations in 2014, rather than to achieve national reconciliation.

On Tuesday, Burma’s Foreign Minister Wunna Maung Lwin addressed the issue of political prisoners at the 66th session of the UN General Assembly, saying that an early amnesty program is being considered. He also called for the lifting of Western sanctions on Burma.

အေမရိကန္ အစိုးရရဲ့ ျမန္မာႏုိင္ငံ ဆိုင္ရာ အထူးကိုယ္စားလွယ္နဲ႔ မူ၀ါဒ ညွိႏႈိင္းေရးမွဴး မစၥတာ ဒဲရက္ မစ္ခ်ယ္လ္ရဲ႕ ၅ ရက္ၾကာ ျမန္မာႏိုင္ငံ ခရီးစဥ္အျပီး ရန္ကုန္ေလဆိပ္မွာ စက္တင္ဘာလ ၁၄ ရက္ေန႔က သတင္းစာရွင္းလင္းပြဲ ျပဳလုပ္ခဲ့ရာ ဒီမိုကေရစီေရး၊ လူ႔အခြင့္ေရးနဲ႔ အမ်ိဳးသား ျပန္လည္ သင့္ျမတ္ေရး က႑ေတြမွာ တိုးတက္မႈရွိဖို႔ ကိစၥဟာ အေမရိကန္ ျမန္မာ ၂ ႏုိင္ငံ ဆက္ဆံေရးမွာ မျဖစ္မေန အေရးၾကီးေၾကာင္း ေျပာၾကားသြားသည္။

အဲဒီေဆြးေႏြးပဲြမွာ ျမန္မာႏိုင္ငံက လူ႔အခြင့္အေရးနဲ႔ ႏိုင္ငံေရး အက်ဥ္းသားကိစၥ၊ ဒီမိုကေရစီနဲ႔ အမ်ိဳးသား ရင္ၾကားေစ့ေရးကိစၥ အပါအဝင္ ႏ်ဴကလီးယားလက္နက္ မျပန္႔ပြားေရး၊ စတာေတြကို ႏွစ္ဘက္စလံုးက ပြင့္ပြင့္လင္းလင္း ေဆြးေႏြးခဲ့ၾကတယ္လို႔ ဆိုပါတယ္။

ျမန္မာႏိုင္ငံအေပၚ ထားရွိမယ့္ အေမရိကန္ရဲ႕ မူဝါဒနဲ႔ ပတ္သက္လို႔ အေမရိကန္ျပည္ေထာင္စုက ခ်မွတ္ က်င့္သံုးေနတဲ့ မူဝါဒ ႏွစ္မ်ိဳးစလံုး အတိုင္း ဆက္လက္က်င့္သံုးသြားမယ့္အေၾကာင္း၊ အနီးကပ္ ဆက္ဆံေရး မူဝါဒနဲ႔ အတူ ပိတ္ဆို႔ အေရးယူမႈကိုလည္း ဆက္ၿပီး ကိုင္စဲြထားမယ့္အေၾကာင္း အမည္မေဖာ္လိုတဲ့ အေမရိကန္ ႏိုင္ငံျခားေရးဌာန အရာရွိတဦးက ေျပာပါတယ္။

ဒီေဆြးေႏြးပဲြမွာ သံအမတ္ႀကီး ဒဲရစ္ခ္မစ္ခ်ဲလ္ နဲ႔အတူ အာရွနဲ႔ ပစိဖိတ္ဆိုင္ရာ အေမရိကန္ လက္ေထာက္ ႏိုင္ငံျခားေရးဝန္ႀကီး ကဒ္ကမ္ဘယ္လ္ (Kurt Campbell) နဲ႔ ဒီမိုကေရစီ၊ လူ႔အခြင့္အေရးနဲ႔ လက္ေထာက္ အလုပ္သမားေရးရာ ဝန္ႀကီး Michael Posner တို႔လည္း တက္ေရာက္ခဲ့ပါတယ္။

၏ ထူးျခားေသာ အေျခအေနအရ ျဖစ္ေၾကာင္း “ဒါက ပကတိရွိေနတဲ့ အေနအထား ျဖစ္ပါတယ္။ အမ်ဳိးသား
ျပန္လည္ သင့္ျမတ္ေရးနဲ႔ တိုက္႐ိုက္ သက္ဆိုင္တဲ့ ကိစၥပါ။ အင္မတန္မွ အေရးႀကီးပါတယ္။ အစိုးရ အဆက္ဆက္နဲ႔ တိုင္းရင္းသား လက္နက္ကိုင္ အင္အားစုေတြနဲ႔က လက္နက္ကိုင္ တိုက္ပြဲေတြ ထိပ္တိုက္ ရင္ဆိုင္ေနရတာေတြကို
ေျပလည္ ေအာင္ဆိုရင္ ဒီလက္နက္ကိုင္ အင္အားစုေတြထဲက အဖမ္းခံထားရသူေတြကို လႊတ္ေပးဖို႔ဆိုတာလည္း စဥ္းစားရမွာျဖစ္ပါတယ္” ဟု ကိုဘိုၾကည္က ေျပာသည္။

ျမန္မာ့ဆိုရွယ္လစ္ လမ္းစဥ္ ပါတီေခတ္ ႏိုင္ငံေတာ္ေကာင္စီက ၁၉၈၀ အေထြေထြ လြတ္ၿငိမ္းခ်မ္းသာခြင့္ ေၾကညာ စဥ္က ႏိုင္ငံေရးျပစ္မႈ ဆိုသည္မ်ားကို သတ္မွတ္ ေဖာ္ျပခဲ့ဖူးသည္။

ယခုအခ်ိန္တြင္ ႏိုင္ငံေရး လႈပ္ရွားသူမ်ားအား သိကၡာခ်ရန္ အတြက္ အျခားရာဇဝတ္မႈမ်ားျဖင့္ စြပ္စြဲ ဖမ္းဆီးေလ့ ရွိေၾကာင္း ကိုဘိုၾကည္က “အဲလိုႏိုင္ငံေရးျပစ္မႈေတြနဲ႔ မခ်ဘဲနဲ႔ တျခားရာဇဝတ္မႈေတြနဲ႔ ခ်ေနတာေတြ ရွိေတာ့ တဦးခ်င္းရဲ႕လႈပ္ရွားမႈအေပၚမွာ ၾကည့္ၿပီးေတာ့ သတ္မွတ္ပါတယ္။ ဥပမာဆိုရင္ တေလာက ဒီမိုကေရစီေန႔မွာ အဖမ္းခံရတဲ့သူဆိုရင္ လုပ္တာက ဒီမိုကေရစီေဟာေျပာပြဲ လုပ္တာ။ ဖမ္းေတာ့ မူးယစ္ရမ္းကားမႈနဲ႔ ႐ုံးတင္တယ္”

ေၾကာင္း သိရသည္။

ႏိုင္ငံျခားေရးဝန္ႀကီး ဦးဝဏၰေမာင္လြင္၏ ေျပာၾကားခ်က္အေပၚ အေျခခံ၍ ႏိုင္ငံေရး အက်ဥ္းသားမ်ား လြတ္ေျမာက္ လာဖြယ္ ရွိေၾကာင္း ခန္႔မွန္းေျပာဆိုခ်က္မ်ားႏွင့္ ပတ္သက္၍ “အဲဒါကေတာ့ ဦးသိန္းစိန္ အစိုးရရဲ႕ တကယ့္ ဒီမိုကေရစီ ျပဳျပင္ေျပာင္းလဲေရးကို ေဖာ္ေဆာင္မွာလား/ မေဖာ္ေဆာင္ဘူးလား ဆိုတာမွာပဲ မူတည္ပါတယ္။ က်န္တဲ့သူေတြအေပၚမွာ မူမတည္ပါဘူး။ ႏိုင္ငံေရး အက်ဥ္းသားေတြဟာ ႏိုင္ငံေတာ္ တည္ၿငိမ္ေရးကို ေႏွာက္ယွက္ ဖ်က္ဆီးမယ့္သူေတြ မဟုတ္ဘူး။ အမ်ဳိးသား ျပန္လည္ သင့္ျမတ္ေရးနဲ႔ တိုင္းျပည္ တည္ၿငိမ္ေရး၊ တိုးတက္ေရး အတြက္ကို ကူညီပံ့ပိုးမယ့္သူေတြပဲ ျဖစ္ပါတယ္” ဟု ကိုဘိုၾကည္က ေျပာသည္။

Chiang Mai (Mizzima) – Burma Rivers Network (BRN) released a press statement on Friday saying that China Power Investment must cancel not only the Myitsone Dam project, but all seven dam projects on the Irrawaddy River.

The statement said that it was encouraged by Burmese President Thein Sein's decision on Friday to halt the construction of the Myitsone Dam, but it wanted to see China Power Investment (CPI) remove all its personnel and equipment from the dam construction site.

“Only their actions will confirm whether the dam is indeed suspended,” the statement said. It also urged that villagers who had been forced to move to a relocation camp because of the construction of the dam should be allowed to return to their homes.

Ah Nan, the assistant BRN coordinator, said in the statement, “Until the Chinese project holders publicly declare their cancellation of the Myitsone Dam and pull out from the dam site, we must assume the project is going ahead.”

China Power Investment Corporation (CPI) is a Chinese state-owned electrical company that partnered with Burma’s state power utility Myanma Electric Power Enterprise (MEPE) and the Burmese conglomerate Asia World.

"BRN also urges continued pressure on the military government and the CPI to immediately cancel the other six mega-dams planned on the Irrawaddy source rivers, which will have the same devastating impacts on the country," said the statement.

BRN said that even if construction of the dam is halted and the project cancelled, the group's campaign to stop all seven hydropower dams at the source of Burma's largest river will continue.

"Building these six dams will also cause irreparable environmental destruction, unpredictable water surges and shortages, and inflict social and economic damage to the millions who depend on the Irrawaddy. Thousands of Kachin villagers will also be forced to relocate," the statement said.

BRN sent a letter to the President Hu Jintao of China, urging him to reconsider China's dam policy in Burma and to conduct proper environmental and social impact studies in the areas surrounding the dam sites, Mizzima reported in December 2007.

"If the Myitsone project is indeed cancelled, this would be a great victory for the people of Burma, especially the brave villagers at the Myitsone site who stood up to the Burmese Army and refused to make way for the project," said the BRN statement.
